In Leviticus 16 we learn that one is to take two male goats and cast lots. One of the goats will be for the Lord and the confession of sin. The other is to be a scapegoat and sent into the wilderness. There seems to be healthy sacrifice, when a person or community loads their sins on to another, this scapegoat does the atoning for everyone.
